这个方案的最大好处在于，一方面，一劳永逸地解决了全流通痼疾；另一方面，又能使股权在全流通的情况下仍然相对集中。至于这个方案的实施是否会对市场造成巨大的冲击，我现在还不敢肯定。但我至少可以肯定一点：大多数国有股受让者不会马上在二级市场抛售股票。他们中一定不乏想当老板经营公司的人，即使是想套利，也必定会选择市场在较好的情况下出手。
